The root of the issue is that the money collected is not actually used for anything at all and lost to corruption.
I think the government actually collects plenty but it's never effectively utilized but rather is squandered and pissed away into the hands of a criminal network they helped build.

If the government was able to streamline it's expenditure and reduce losses or bad tenders, corrupt deals, and lazy unproductive workers and departments we'd be rocking it.
Unfortunately they won't. At this point I'd be able to help more people, my local community and the economy better if I kept my taxes and allocated them to mini projects and funds locally.
The government cannot be trusted with my tax money anymore. One gets tired of paying taxes only so they can waste it and then still help out the people we hire because they are not getting what they should from the government institutions.
With the VAT hike no longer happening, the next item on the agenda is that the DA is expected to pursue a Spending Review. So, appears the ANC is entering a new phase of forced accountability and associated consequences for wrongdoing. Expect more posturing and delay tactics from the ANC to thwart these efforts.

That is the problem, a smaller tax base can't support a trough that grows bigger every time and do not contribute anything. Majority people of SA on grants and freebies and then you have most of them lying on their backs making babies to get child grants. As they follow China the racist should follow China's previous laws of limiting children.

Replace government is the answer, as they have only become progressively worse over 3 decades.
The problem is political. If we did get rid of ANC government it would only be replaced by something much worse, such as EFF and MK.
The voters are the problem , made worse by the ridiculous PR and "List" system of elections. Then we have the terribly low average IQ, the high rate illiteracy (no, not being unable to read, but being unable to do so for meaning) Combined that leaves the vast majority of voters incapable of critical thought and reason.
Even lower than the literacy rate is the financial literacy rate. Then we have the economic literacy rate, which is so low it cannot be measured. (That includes those the population votes for)
What hope is there when those are the ones voting for the government, with their demands for freebies and handouts, and a government remaining in power by being populist.
Even if they were ousted there are a multitude of other populist parties - such as EFF, MK, and wayvtoo many "2 men and a dog" parties standing in line for their spot at the feeding troughs.
So, the answer is that we are beyond hope. It simply remains a case of how fast does the country disappear down the sewer
